Since the application of Technology Readiness Levels in China is not mature with difficulty in reasonably determine index weight, an index system was created according to the structure of tactical missile system for TRL evaluation and a method for TRL evaluation based on high dimension cloud model was put forward. The model for TRL4 ~ 9 obtained the TRL value of the whole machine by means of simulation. An example of a new tactical missile in development proved effectiveness of the method in application. This method provides a reference for Technology Readiness Levels management.
