To guarantee the effectiveness of air to ground passive location algorethm, this paper considers joint estimation of time difference of arrival and Doppler shift for cyclostationary signals. On the basic of this method, the passive location algorethm, which is based on frequency range and temporal information from the transmitter, is studied by combining particle kinematics, and to prove the correctness of the method, corresponding computer simulations have been done.
