In order to solve the problem that small tactical missile attacked targets at a certain angle, a finite time convergent guidance law based on observer was proposed in this paper. The nonhomogeneous disturbance observer was employed to estimate the unknown disturbance of the system, which avoid the chattering that may caused by guidance law. A power adaptive reaching law was applied to make the LOS and LOS speed converge to the expected value rapidly, at the same time, it met the requirements of miss distance and attack angle constraint. Compared with the traditional guidance law, it has some advantages. And the numerical simulation results demonstrate the effectiveness of the proposed method.
